The most popular free website design tools is NVU.   It is a very powerful tool that easily rivals some commercial packages costing a couple hundred dollars.  Recommend.  You can download it for free here.

For my own site I use Microsoft Front Page 2002.   Not the simplest program in the world but has a lot of features and power.

FTP Client:  tools to assist you in uploading your website to our servers

Currently our favorite is FTP-Commander.  A free FTP client.  It can be found at the publishers site:   http://www.internet-soft.com/ftpcomm.htm

We also like FileZilla a lot as an FTP client.  Very fast.  Quite simple to use.  You can download FileZilla here.
